Oregon-Columbia Chapter NECA
Officers
and Staff 2013
The Oregon-Columbia Chapter of NECA is guided by a Board of Directors and slate of officers. Board members and officers work in a partnering relationship with the skilled electricians of IBEW Local 48 to promote excellence in the electrical construction industry.

At the annual meeting in December, the
membership of the Chapter elected the Board of Directors for 2013.

President
Darrell McNeel
Darrell is the
President and CEO of Capitol Electric Company, Inc.
in Portland Oregon and is an industry leader with 34
years of experience in Electrical Construction and
Management. Over the past 25 years Darrell has
completed numerous Electrical Design Build projects
in Oregon and Southwest Washington. Darrell is
currently serving on the NECA Code Committee and is
also on the Board of Directors for the Oregon
Columbia NECA Chapter.

Treasurer
Jeff Holmes
Jeff has been in the electrical
industry since 1980. He has worn many hats in the
industry including warehouse, purchasing,
estimating, project management, and operations
manager. Jeff has hands on experience in all
aspects of electrical projects from very small
tenant improvement projects to multi-million dollar
high-rise hotels. Jeff joined the NECA Board in
2007 and is also a member of the Joint Legislative
Committee. His main goal in business and on the
NECA Board is to provide as good of industry to the
generations that follow as those that came
before. He is the Vice President of Operations for
Cochran Inc. His wife of nearly 30-years and two
daughters are the joy of his life. Jeff likes to
spend time with his family traveling, and doing
outdoor things. Go Beavs! |

Gauthier
As the Secretary/Executive Manager of the
Oregon-Columbia Chapter NECA, Mr. Gauthier has served on the Board
since 1982, and working in other capacities with NECA since 1975. |

Gary Severe
Gary graduated from Benson PolyTech
High School in 1972 and started his electrical
career sweeping floors at Tice Electric Co. In 1972
he applied for and was accepted into the Electrical
Apprenticeship program and received his Journeyman's
license in 1976. In 1978, under the guidance of
Greg Gregersen, Gary was moved into the office and
began training to become an estimator/project
manager. During the late 80's, Gary was given the
opportunity to purchase company stock and currently
holds the position of Vice President. Gary recently
accepted a seat on the Minority/Women Business
Enterprise and Workforce Advisory Council for
Providence Health & Services – Oregon.

Governor
Karl Jensen
Karl started working
for his father’s company West Side Electric
part-time as shop helper during summers and after
school while attending Wilson High School and during
summers while attending University of Oregon. After
graduating from U of O in 1985, Karl went to work
full time at West Side Electric as manager of
purchasing and warehouse operations. After 2-years
Karl moved to the position of service manager and
from there into an estimator/project management
position. In 1994 Karl became vice-president and
purchased the company from his father in 1999
becoming President.
Karl has previously served on various NECA
committees including legislative, labor management
and negotiations. In addition he served on the Board
of Directors of NECA from 1999-2005, serving as
President from 2002-2004. Karl is currently a
trustee on the NIETC training trust and Edison
Pension Trust as well as serving on the NECA code
committee, and is on the Board of Directors of the
IBEW and United Workers Federal Credit Union. He
became Governor of NECA in January 2011.
Karl is married and has two teenage daughters. The
family enjoys sports activities, skiing and spending
time at the beach.

George Adams
George Adams was born in Grants Pass, Or and
graduated from Eagle Point High School in 1964.
He attended Southern Oregon University, (then a
College) joined the US Navy in 1966 and spent
over ten years in the Naval Security Group
special operations. After moving his family to
the Portland area in 1978 he worked for the Port
of Portland at Swan Island as a maintenance
Electrician. George started the IBEW 48
apprenticeship program in May of 1978 and was
dispatched to work for Electrical Construction
Company.
After finishing the program with E C, George became
a service technician, Foreman, General Foreman,
Project Manager, and in 1992 a Construction VP.
George started the Advanced Technology Group and
completed many commercial and industrial projects.
In January 1996 George was promoted to President of
Electrical Construction Company. In 1999 he was
promoted to President of E C Company which consists
of the Construction Company and E C Power Systems
Company. Both companies have grown to be the largest
and most diverse construction and Power distribution
companies in the Northwest and the US with seven
branch offices.
George is the current National Governor for the
Oregon Columbia NECA chapter. He chairs the Labor
Management Committee, Labor Negotiations Committee,
OSU Committee and the Chapter Steering Committee.
He is also a member on the Partnering Committee, and the
BALMCC Committee.
On a national level, George sits on the Council of
Industrial Relations and attends the Large
Contractors group meetings.
George has been married to his high school
sweetheart, Cheryl, for 43 years. They have three
grown children and six grand children. They raise
horses and cattle; enjoy all outdoor activities and
most of all their family.

Nathan Philips
Nathan Philips
joined the Oregon NECA Chapters as a Technical
Analyst in February of 2003 as he began
transitioning out of the construction business
after nearly 25 years as an electrical
contractor. During the legislative session,
Nathan assists our lobbyists by reviewing
proposed legislation, participating in consensus
building work groups, and occasionally
testifying before legislative committees.
Throughout the biennium, Nathan also represents
NECA in the regulatory process through countless
committee meetings at the Building Codes
Division and other state agencies, and serves as
Chair of the Oregon Electrical and Elevator
Board. He is a member of our NECA Joint
Legislative Committee, regularly attends
meetings of the Oregon Columbia Chapter Code
Committee, and is Governor of the Oregon Pacific
Cascade Chapter. Nathan welcomes your questions
and phone calls and is available to assist you
with any issues that arise involving the
regulatory process, applications of the
electrical code, or other business issues. |

Local Union 48 Safety Director
Barry Moreland
Journeyman Inside Wireman Born in Vancouver,
Washington and raised in Ridgefield. After 2
years attending Clark College, Barry entered the
electrical apprenticeship and graduated in 1998.
He is a member of the National Safety Council
and the National Fire Protection Association and
also serves as chairman of the Oregon OSHA
Construction Advisory Committee. |

Timothy Gauthier
Executive
Manager
Mr. Gauthier has served as Executive Manager
of the Oregon-Columbia Chapter since 1982. Being
previously employed in 1981 as assistant manager
of the Chapter, Mr. Gauthier started his career
with NECA in 1975 in Washington D.C at the
National Headquarters. He was transferred
to Chicago later that same year and in 1976 to Kansas
City.
He is
responsible for negotiating and achieving labor
relations support for six separate labor
agreements with IBEW Local 48. He co-chairs the Edison
Pension Trust for Local 48 and the Cornell
Pension Trust. Mr. Gauthier
co-chairs the Harrison Electrical Workers Trust
Fund and the NECA / IBEW Joint Apprenticeship
Training Trust. He is instrumental
in government affairs and in 1990, he was
appointed by the Governor of Oregon to serve on
the Premium Equity Task Force for Workers'
Compensation.
In addition to his Chapter administrative
responsibilities, Mr. Gauthier has been especially active and
effective in the areas of education, government affairs, charitable
fund raising, and
industry marketing. He has provided leadership and crafted
innovative solutions that have been adopted as national models for
success. |

Rosie Garcia Office Manager
Rosie Garcia has been the NECA
Chapter Office Manager since joining the staff in October of
2001. Besides managing the day-to-day operations of the
office, Rosie provides information on various topics to our Chapter
members. From updates on legislative, contract
issues, to labor bulletin information, Rosie keeps members current
on topics that matter to them.
Rosie is responsible for all member paperwork and serves as the
assistant to the Executive Manager. |

Becky Nowack
Bookkeeper / Market Recovery / Benefit Processing
Becky rejoins the
Chapter staff after a short absence. Her new
duties include the Chapter bookkeeping and Market
Recovery.

Micah Nowack
Benefit Processing/Webmaster/IT
Guy
Micah is the newest
member of the Chapter. He is the Chapter Webmaster &
all around IT guy. He also assists in Benefit
Processing and publishes Labor Bulletins and The Oracle newsletter.
