 Board of Directors

Sonja Rheaume 

President

Sonja Rheaume started her electrical career in 1997.  After graduating from Tulane University in New Orleans, Louisiana she moved back to her hometown in Portland, Oregon to work full time at her family company, Oregon Electric Group (OEG).  Lewis Allison’s father, Sonja’s Great-Grandfather, founded OEG in 1947.  After an early death, Lewis’ son, Hugh (Buz) Allison moved into take over Oregon Electric.  Buz built the company into a premier electrical contractor in the Northwest and Country.  Sonja learned all aspects of the business working her way up from Receptionist to Director of Operations. 

In 2007, Sonja moved to Christenson Electric, Inc. as Vice President of Operations and became the Oregon-Columbia, NECA Accredited Representative for Christenson Electrical and Technological Services. In 2008, only one year after joining, Rheaume bought the company with CEO Mark Walter. The pair now co-own it along with Walter’s daughter Tristin Boell and Sonja serves as President. Sonja has served on the JATC since 2017 and joined the BALMCC in 2022. She has also been a member of the Oregon-Columbia Board of Directors since 2018, first serving as the Treasurer, then in 2021 she became Vice President.

Sonja is not only actively involved in NECA locally in the Oregon Columbia Chapter, but also nationally as an Academy Fellow, a Future Leader Task Force Co-Chair, Electri Council Member, Electri Program Review Committee Chair, and serves on the Board of Trustees for Electri.  She is a former Chair for Women in NECA.

Ryan Landon
Vice President

 

 

Ryan Landon started in the industry in 1988. He has taken on several roles during his time including, shop manager, material purchasing and Estimator/PM. For the past 10 years, he has been the owner of McCoy Electric.

Ken Dunn

Ken Dunn

Treasurer

Ken Dunn started in the industry in 1990 after four years in the Navy as an Electricians Mate. He started at Integrated Systems Group in 2001 as a General Foreman,  Project Manager, then became Director in 2004.

Todd Mustard

Secretary

As the Secretary/Executive Manager of the Oregon-Columbia Chapter NECA, Todd has served on the Board since 2023. He is a member of all NECA Committees and provides direction for the keeping of legal documents including minutes of all meetings of the Board.

Joe Behrman

Director

Joe began his career in 1998 as an electrician with Maranatha Electric, where he steadily worked his way up to become a Project Manager in 2004, a General Manager in 2008, and finally a Vice-President in 2012. Between 2004 and 2014, Joe was the  NECA-Accredited Representative for Maranatha. 

In 2014, after Maranatha was purchased by Vigor Industrial, Joe became the Vigor Aerospace Division Manager. After 2 years in that position, he became the Director of Business Development in 2017. 

In 2018 Joe decided it was time to work for himself and he created M2 Integration to provide high-quality commercial, industrial, and aerospace electrical construction services. 

He joined the Oregon-Columbia, NECA Board of Directors in 2020 as an Associate Board Member and served in that position through the end of 2022. In 2023, he was elected to his first term as an Oregon-Columbia, NECA Board Member. 

Joe has his Oregon Supervisor License and Washington Administrative License.

Brent Boles


Director

 

Brent began his career in the electrical industry in 1997, when he was accepted into the IBEW apprenticeship program.  During his 23 years in the electrical construction industry he has worked as an apprentice, journeyman, foreman, estimator, and service manager. Working for Inland Electric Inc. since 2004, he currently holds the position of Regional Manager and oversees the operations of the coastal branch. 

Brad Wagner

Associate Director 

Brad Wagner joined the Oregon-Columbia Chapter Board as Associate Board Member for 2024.

Brad is a Regional General Manager for EC Electric overseeing EC’s commercial electrical construction pursuits in the Portland area and Central Oregon.  

Brad began his career at EC as an assistant project manager after graduating from Oregon State University with a degree in Construction Engineering Management.

His term as an Associate Board member will last one year.

 

NECA Board of Governors

In addition, the Oregon-Columbia Chapter elects a representative to the National NECA Board of Governors:

Pat Maloney
Governor

Pat has been with Tice Electric Company in a variety of roles since the early 1990s, from Material Handler, Systems Manager and Controller. Since being named President in 2010, he has focused on streamlining communication and the flow of information between the various departments within Tice. Patrick’s vast knowledge of financial systems and construction technology has helped Tice complete projects on time and under budget.

 

NECA National District VI Vice President

The NECA District VI Vice President is one of ten District Vice Presidents across the country who sit on the NECA National Executive Committee. It is comprised of 12 member officers of the Association (elected by the Board of Governors) and four staff officers (in an advisory capacity) who when meeting as this Committee, does so as officers of the National Association with the goal of implementing the objectives, policies and programs set by the Board of Governors. The committee reports to, and is subject to instructions from, the Board of Governors. 

Mark Walter

District VI Vice President

Mark Walter started in the industry in 1987 as a project engineer. Since that time he has held many roles including Project Manager, Department Manager and Director of Operations. Mark became President of Christenson Electric in 2004 and is now co-owner and CEO.

 

Oregon Council of NECA Chapters

Nathan Philips

NECA Technical Advisor

Nathan Philips joined the Oregon NECA Chapters as a Technical Analyst in February of 2003 as he began transitioning out of the construction business after nearly 25 years as an electrical contractor.  During the legislative session, Nathan assists our lobbyists by reviewing proposed legislation, participating in consensus building work groups, and occasionally testifying before legislative committees.  Throughout the biennium, Nathan also represents NECA in the regulatory process through countless committee meetings at the Building Codes Division and other state agencies and serves as Chair of the Oregon Electrical and Elevator Board.  He is a member of our NECA Joint Legislative Committee, regularly attends meetings of the Oregon Columbia Chapter Code Committee, and is Governor of the Oregon Pacific Cascade Chapter.  Nathan welcomes your questions and phone calls and is available to assist you with any issues that arise involving the regulatory process, applications of the electrical code, or other business issues. 

 

NECA/IBEW Local Union 48 Training Center

Barry MorelandSafety Director

Barry is a Journeyman Inside Wireman. He was born in Vancouver, Washington and raised in Ridgefield. After 2 years attending Clark College, Barry entered the electrical apprenticeship and graduated in 1998. He is a member of the National Safety Council and the National Fire Protection Association and also serves as chairman of the Oregon OSHA Construction Advisory Committee.

Todd Mustard

Executive Manager

Todd Mustard began as the Executive Manager of the Oregon-Columbia Chapter in May 2023. Mustard brings a wealth of experience to the role, having served as the Vice President of The Association of Union Constructors (TAUC) where he coordinated government affairs and worked with legislative coalitions of the Construction Employers of America, the Alliance for Industrial Efficiency, the Carbon Capture Coalition, and the Energy4Us Coalition. He was also the staff liaison to the Government Affairs Committee and Innovation and Technology Committee and led TAUC’s efforts in innovation and technology.

Todd is a longstanding member of the American Society of Association Executives and has a bachelor’s degree in international relations from the University of Oklahoma. He served on the Board of the AGC of California’s Construction Education Foundation from 2019-2022.

He is responsible for negotiating and achieving labor relations support for six separate labor agreements with IBEW Local 48. He co-chairs the Edison Pension Trust for Local 48 and the Cornell Pension Trust. Todd also co-chairs the Harrison Electrical Workers Trust Fund and the NECA/IBEW Joint Apprenticeship Training Trust.   

He lives in Portland with his wife, two sons, and their dog, Seneca.

 

Courtney Hron

 Director of Business Development and Communications

 

Courtney Hron joined the Oregon-Columbia, NECA as the Director of Business Development and Communications in September 2024. Based in Portland, Oregon, Courtney brings over 20 years of experience in the Architecture, Engineering, and Construction (A/E/C) industry, with the past 8 years focused on Electrical Construction.

Her diverse background includes Journalism, Communications, and Construction Management. She has not only led initiatives in workforce development and business development across the nation, but has also made a significant impact in advancing opportunities for women in construction.

Outside of work, she enjoys being a sports-loving mom and wife and values traveling, working out and exploring the outdoors with her family.

Gina Steenson

Finance & Benefits Administrator

Gina joined the Oregon-Columbia, NECA staff in January 2022.  She has over 30 years of accounting experience and brings with her a vast wealth of knowledge in the field.  Her previous 6 years were spent at Heil Electric learning the electrical trade.  She is a Portland native and loves traveling in her spare time.  

 

Emma Kromer

Administrative
Assistant

Emma Kromer joined the Oregon-Columbia, NECA staff as an Administrative Assistant in February 2024. She comes from Portland State University with a Master's in Public Administration, Nonprofit Specialization. In her spare time, Emma loves traveling and exploring the PNW with her dog Olive.
